Programme routes to research

These sixteen records explain distinct programme owners and instruments. They are dated research, not a list of current applications or participating D-SACCOs.

PR01Kataza

Named D-SACCO launch / targeted programme

Documented basis
BRD’s owner post names the Ishema SACCO Nyamagabe launch and the Kataza product; funder and implementation pages describe the wider youth-enterprise/readiness programme.
Possible D-SACCO role
Link a confirmed participating D-SACCO’s approved local offer; direct preparation support to the correct programme partner.
What this does not establish
The announcement is not signed current terms or a list of all participating D-SACCOs. Youth, sector and district eligibility must not be generalised. Ikimina is not automatically part of this programme.

Current participation agreement, legal applicant criteria, product version, funding, application window, approved referral route and brand permission.

PR02Iganze Muhinzi Mworozi

Named D-SACCO launch / agriculture finance

Documented basis
BRD’s owner announcement identifies this agriculture/livestock product at Ishema SACCO Nyamagabe.
Possible D-SACCO role
Provide the verified local agriculture-finance route and distinguish it from ordinary agricultural lending.
What this does not establish
No nationwide retail rate, tenor, collateral waiver or remaining funding is established by the announcement. Do not silently equate every agriculture project with this programme.

Signed local product schedule, participation, eligibility, funding source, current allocation, underwriting and servicing responsibilities.

PR03CDAT

Agriculture programme with distinct components

Documented basis
RAB’s launch material describes infrastructure, matching-grant and financial-access components with RAB and BRD roles.
Possible D-SACCO role
Prepare eligible enterprises and link to a verified finance or technical-assistance component; use approved agricultural lending where appropriate.
What this does not establish
Public irrigation geography, grants and on-lending are different components. A launch-era district list cannot be reused as the entire current financing footprint; grant and loan amounts cannot be conflated.

Component-specific current manual/call, administering body, applicant criteria, own contribution, procurement and payment milestones, participating institution.

PR04Renewable Energy Fund solar-finance precedent

Historical SACCO channel

Documented basis
REG describes credit through qualified SACCOs and banks for household and small- business solar.
Possible D-SACCO role
Use this as evidence that a SACCO-based solar route has existed; investigate the actual current successor or continuing arrangement.
What this does not establish
Historical participation does not prove that REF still accepts applications on the same terms or that a merged D-SACCO inherited every agreement.

Current facility status, successor mapping, lender participation, product terms, approved suppliers, refinancing and consumer protections.

PR05ASCENT Productive Use of Energy

Supplier cooperation / results-based financing

Documented basis
EDCL’s current page invites companies, cooperatives and developers supplying/ installing irrigation, refrigeration and electric-cooking equipment; it lists a January 2026 manual.
Possible D-SACCO role
Potential supplier working capital or eligible end-user asset finance only through approved contracts; refer qualified suppliers to the programme owner.
What this does not establish
The page does not promise a cash grant to every end user. A cooperative supplier is not the same applicant type as a savings group buying equipment. RBF may reimburse after verified delivery.

Read current manual; call status; applicant role; approved technologies; subsidy/payment calculation; verification; supplier cash-flow bridge and D-SACCO agreement.

PR06ASCENT / clean-cooking RBF information

Supplier and technology programme

Documented basis
REG’s page describes technology and supplier screening and links to an ASCENT clean- cooking manual.
Possible D-SACCO role
Share verified supplier/technology information; assess any separate local asset or enterprise loan on full cost.
What this does not establish
The page contains older targets and categories. Do not republish historic subsidy schedules as current, promise reimbursement or label every biomass stove as clean.

Latest manual and window, approved model, test/performance evidence, household eligibility, contribution, delivery verification and support arrangements.

PR07Ireme Invest

External green preparation and finance

Documented basis
The Green Fund distinguishes project preparation from a BRD-linked credit facility; Ireme pages describe green-priority sectors.
Possible D-SACCO role
Refer viable specialist green businesses; explore formally approved financial- institution participation where available.
What this does not establish
Preparation grants, recoverable grants, concessional loans and guarantees are different instruments. No D-SACCO participation is inferred; a pipeline opportunity is not approved capital.

Business readiness and finance pathways

Documented basis
BRD/AMI’s page contains enterprise-training/cohort information alongside finance information.
Possible D-SACCO role
Use appropriate business-readiness referral and link only to a confirmed credit facility relevant to the applicant.
What this does not establish
Training completion is not loan approval. Cohort requirements and legacy credit terms differ; no named D-SACCO route was established in the material reviewed.

Current cohort and lending windows separately; dates, provider list, sector/size criteria, current financial conditions and referral consent.

PR09BRD credit-guarantee services / BDF transition

Risk-sharing / institution-facing route

Documented basis
BRD’s public site announces BDF integration and its current portal presents guarantee services.
Possible D-SACCO role
An approved participating lender may seek applicable risk-sharing support while retaining underwriting responsibility.
What this does not establish
A guarantee protects an agreed exposure; it is not borrower debt forgiveness, automatic collateral replacement or a direct grant. Old BDF contacts must not be assumed current.

Current administering desk, scheme, participating lender, guarantee coverage, fees, exclusions, claims conditions and borrower disclosures.

PR10PSAC / NAEB value-chain support

Technical/input and market-development programme

Documented basis
NAEB names tea, coffee and horticultural district interventions in the 2026A campaign.
Possible D-SACCO role
Support eligible complementary costs or project preparation once the actual intervention and beneficiary are confirmed.
What this does not establish
Planned seedlings are not delivered results. Avoid borrowing for the same input covered by a programme; geography differs by crop and component.

Current activity, beneficiary selection, actual delivered support, applicant contribution, procurement and any complementary lender arrangement.

PR11ACES / MINAGRI / RAB cold-chain work

Technical and infrastructure collaboration

Documented basis
MINAGRI describes packhouse rehabilitation; ACES/RAB describes technician training and energy-efficiency work at milk collection centres.
Possible D-SACCO role
Link eligible enterprises to technical expertise and existing infrastructure; assess complementary working capital or service equipment.
What this does not establish
No automatic SACCO loan or grant arises from a memorandum. Intended beneficiary numbers are not realised impact and rehabilitation is not proof that every facility operates.

Site status, service operator, access rules, tariffs, capacity, technical-assistance eligibility, operating contract and funding responsibilities.

PR12Grow 2 Scale

Enterprise-readiness / finance ecosystem

Documented basis
AFR describes a multi-partner MSME programme through 2028, including agriculture, tourism and hospitality.
Possible D-SACCO role
Refer suitable businesses for readiness support and assess separate financing only through verified participating institutions.
What this does not establish
Programme targets must not be reported as jobs created. Support participation and a funded financial offer are different records.

Current intake, partner responsibilities, enterprise criteria, location, actual service and authorised financial referral.

PR13VIBE / SheTrades

Targeted export and market readiness

Documented basis
ITC’s programme focuses on selected women-led businesses, including horticultural value addition and export readiness.
Possible D-SACCO role
Refer qualifying businesses; consider approved complementary production or working-capital finance after market validation.
What this does not establish
Not a general women’s credit product, universal export guarantee or proven D-SACCO partnership.

PR14SERVE

Targeted agriculture and employment support

Documented basis
DUHAMIC-ADRI describes a 2023–2027 programme with selected crops/poultry and ten named districts.
Possible D-SACCO role
Help suitable local applicants prepare and reach programme partners; do not represent outreach as loan eligibility.
What this does not establish
Coverage is programme-specific. Job and participant targets are not realised results and do not establish all members’ access.

Current intake, age and other criteria, covered value chains and districts, partner route, delivered support and separate lender contract.

PR15Water, sanitation and hygiene finance

External bank example / referral

Documented basis
Bank of Kigali documents its WASH initiative with UNICEF and Water For People.
Possible D-SACCO role
Offer a transparent external-provider referral where suitable; an internal D-SACCO WASH product would need its own approval.
What this does not establish
Do not rebrand a Bank of Kigali product as a national D-SACCO programme or copy terms into the common catalogue.

PR16Greenhouse crop insurance

Risk-management research lead

Documented basis
MINAGRI announced a greenhouse crop-insurance initiative in May 2026.
Possible D-SACCO role
Refer applicants to an authorised insurance channel and evaluate actual cover within a finance appraisal where relevant.
What this does not establish
An announcement does not establish cover for all losses, weather events, crops, locations or applicants. No compulsory bundling or premium is invented.

Licensed insurer/intermediary, current policy, exclusions, insured event, premium, deductible, claim process and any subsidy evidence.
